SINGAPORE: Residents who have just moved into the five newly—completed blocks of flats at Havelock Road received a rude shock upon collecting their keys.Since September, they have been putting up with water seepage problems that have stained the walls and floors of their units.HDB said it received 44 complaints and rectification works have already been completed.The only work that’s still ongoing is the painting of the external wall which will be completed by mid—December.Residents said they were satisfied with HDB’s swift action to rectify the problem but remain concerned should the problem persist.Residents interviewed had mixed views. One said: "I wonder when the contractor did this project, wasn’t there any quality control? How could this happen?"While another said: "I don’t feel unlucky. Dear Dr Lily Neo, we are reaching out to you and would like to bring to your attention, the condition of the flats which have been just handed over to Havelock View residents. Numerous residents have detected serious water seepage problem that is not acceptable for brand new flats. Although I've yet to receive the keys, I cant help but worry about the quality of the flat. Our initial excitement is now overwhelmed by worries over the substandard workmanship.Some of the residents have already started their renovations or even moved in. Many more are looking to start their renovations soon. Many of us are putting in lots of efforts and savings into our Havelock View flat, a place we want to call HOME.May we trouble you to help us look into this matter? It would be good if HDB can request for the construction firm to redo the sealant for the entire development and not wait for individual units to feedback on the problem. Prevention is always better than cure, isnt it?
PAP Dr Lily NeoDear Residents, with regards to the issue of external wall seepage problem at Havelock View, I have checked with HDB. HDB has informed that it has so far received a total of 34 reports of minor external wall seepage problem from residents of Havelock View. As at 16 Oct 2011, HDB contractor has completed repairs to all the reported cases.As an additional precautionary measure, HDB contractor will also be carrying out external waterproofing treatment to the affected areas of the units/blocks concerned. Water tests will also be carried out to ensure the effectiveness of the repairs where feasible.
Patricia Wong Hi Dr Lily Neo, I m fr blk 55. The HDB contractor is not doing external waterproofing treatment for Blks 55, 53 & 54 now? Many of us are hoping to rush complete Reno to shift in before New Year. If we start Reno, seepage areas may be covered up by wardrobe, etc. Or we wl have to delay starting Reno and wait for a heavy rainy day to spot seepage problem.
Residents were met with design faults and shoddy renovation works inside their newly-constructed flats in Punggol even though they paid a premium for it. According to STOMPer Punggol Arcadia, complaints to the Building Services Centre (BSC) were met with a foul attitude.The defects were varied -- ranging from stones inside the taps preventing water flow to 'blisters' on the finishes of sinks and also poor finishes on the parquet floooring.The STOMPer wrote:“The chief executive of HDB was quoted in a recent article, saying that residents could use good interior design and arrange their furniture to create better storage options that will give that feeling of space.“However, a lot of recently-completed BTO flats in Punggol have numerous design faults and very poor finishing even though residents were charged with high premiums.“The many defects, coupled with the bad service attitude of the staffs from the Building Services Centre, is making everyone feel dejected when we were initially looking forward to the keys collection“I hope this will get the attention of the relevant authority for their assistance in these issues.”
